The workshop brought together participants from Estonia, Latvia, Lithuania, Norway, Sweden, Poland, the Netherlands, and Denmark, as well as regional organizations such as the Nordic Council of Ministers, the Council of the Baltic Sea States (CBSS), the European Union (External Action Service – EEAS), and NATO Multinational Division North (MND-N).

The workshop was hosted by the Ministry of Culture of Estonia in cooperation with the Nordic Center for Cultural Heritage and Armed Conflict (CHAC), Denmark, and the Swedish Defence Research Agency (FOI), Sweden.
